The JCPenney outboards manufactured by Eska contained Power Heads that were manufactured by Tecumseh (Tec) Engines. These power-heads were designed to be air cooled which provided light weight trouble free operation in and out of the water.
Additionally, JC Penney marketed electric trolling outboard boat motors which were for sale in their department stores and catalogs.

JC Penney Catalog and Department Store sold outboard motors from 1965
to 1966 under the brand name of Foremost which were manufactured by
Chrysler Marine.
Then, from 1975 to 1980 they sold outboard motors under the brand name JCPenney which were manufactured by Eska.
JCPenney, often abbreviated as JCP, is a mid-scale American department store chain, with most JC Penneys stores initially being located in downtown areas. As shopping malls grew in popularity during the 1960s, the chain began relocating and developing anchor stores in shopping malls.
Note that often JCPenneys is misspelled Pennys, JCPenny, JCPennys, JC Penny, JC Pennys etc, so keep that in mind when searching for parts and products.
